Community Resilience
In the upper Chilkat Valley, being prepared is a way of life. Isolated by geography and weather, our community knows that when something goes wrong, neighbors are often the first — and most important — line of support.
Four Winds Resource Center is committed to formalizing its role as a community resilience hub. As the only public infrastructure in the upper valley, FWRC is uniquely positioned to serve as a coordination point, warming shelter, and resource cache when our community needs it most.
Our emergency preparedness work includes:
- Formalizing Emergency Operations Center (EOC) protocols in coordination with Klukwan, the Klukwan Village Volunteer Fire Department (KVVFD), Haines Volunteer Fire Department, Haines Police Department, and the Haines Avalanche Center
- Completing a site energy audit and planning for a backup generator — with a long-term goal of a full hybrid energy resilience system to keep the facility operational during power outages
- Developing ride-coordination for elderly and disabled highway-corridor residents to access medical appointments and essential services, in partnership with SAIL, SEARHC, and Haines Senior Services
- Acquiring a community van to ensure reliable quarterly commodity food runs from Juneau — currently relying on volunteers driving at personal expense
- Supporting food security through the Victory Garden, Chilkat Valley Food Hub, and Tool Library — each reducing community dependence on supply chains that can be disrupted by weather, road closures, or other emergencies

A CASE STUDY
The FWRC served as an emergency coordination point during the January 2025 Haines Highway avalanche closures, working with Shawna Hotch, Klukwan’s Emergency Operations Center Commander.
